Job Responsibility
• Effective with the release of this position announcement, Winrock International will be recruiting applicants for the positions of Regional Manager for Farmer-to-Farmer Program for Food Security in Bangladesh. Winrockís Farmer-to-Farmer Program for Food Security in Additional Countries (FTF for Food Security) will engage highly skilled US volunteers to build local capacity and thus increase food security in Bangladesh and other priority countries. This effort feeds into the goal of the John Ogonowski and Doug Bereuter Farmer-to-Farmer Program: to generate rapid, sustained, and broad-based economic growth in the agricultural sector. A secondary goal is to increase the American publicís understanding of international development while increasing international understanding of US foreign assistance programs. Program objectives are to:
• Increase agricultural sector productivity and profitability.
• Strengthen agricultural sector institutions.
• Improve US and core country public outreach through innovative use of media and information and communication technologies.
• The job description/responsibilities of the positions are as follows:
• Work with local partners to develop annual workplans and design FTF volunteer assignments.
• Support volunteer assignment implementation and organize follow-up to achieve program objectives and results targets
• Conduct timely impact monitoring and reporting that meets
• Winrock and USAID requirements
• Develop partnerships to coordinate and leverage other public and private sector resources
• Ensure compliance with all Winrock International and USAID policies and procedures
• Select host organizations and develop scopes of work that ensure the program will meet its results targets.
• Gather information to identify value chain weaknesses and develop plans for addressing the most significant weaknesses, within the parameters of the FTF program.
• Work with target farmer groups/cooperatives/associations, agribusiness, NGOs, and other agricultural and trade-related agencies and enterprises to identify and design volunteer technical assistance assignments, conduct needs assessments, prepare scopes of work; and implement and monitor project activities.
• Accompany volunteers to support their assignment implementation and ensure volunteer safety and health.
• Interpret for US volunteers during their assignment as needed.
• Conduct follow-up assistance to help ensure that hosts are able to implement volunteer recommendations.
• Work with local partners and hosts to develop strategies and tools for disseminating volunteer technical assistance.
• Collect and compile accurate and timely baseline and project impact information.
• Develop strategic partnerships to leverage other public and private sector resources and ensure project success.
• Coordinate with other relevant development projects to maximize effectiveness and avoid duplication of effort.
• Help prepare technical reports meeting USAID and Winrock requirements.
• Perform other duties as necessary.
Additional Requirements
• At least 5-8 years work experience in one or more of the programís target subsectors (livestock, fisheries/aquaculture, potato, and maize)
• Proven experience in helping development programs to achieve tangible benefits for vulnerable populations
• Fluent Bangla and excellent English
• Strong oral and written communication skills
• Willingness to travel and work in remote regions of Bangladesh
